Revert "Add 'blink_use_counter' watchlist definition to monitor changes to use counter MOJOM files." This reverts commit 30008b79b17328573699de8491ae54c9a0828791. Reason for revert: Notifying the group that was added is no longer relevant. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
