[Code health] Refactor WebAuth tests to use Kombucha. The WebAuth focus test has been disabled since 2021 due to flakiness. This CL refactors the tests to use the Kombucha test framework to hopefully eliminate any flakes. The old test was a single test that was checking multiple scenarios, so this CL splits that into a separate test for each scenario. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
