Reland "Roll TFLite to v2.4.2 + Internal change 381280669"

This is a reland of 9d09647b61ea2042b1e045cf706230c5fd3bd7c8

Patchset 1 is the original change.

It looks like the ChromeOS bots don't like ruy's inline assembly,
specifically this line (http://shortn/_rGyx8OyFK9). Reland with a flag
to ignore it, hopefully this does not become a common occurrence.

Added the failing bots to the CQ (chromeos-kevin-*)

Note on binary size increase: Size increase is needed to update the
TFLite library to past the most recent stable release. This will help
mitigate some Windows crashes (crbug.com/1235835) and includes various
security patches as well.
