Add PerformanceScenarioObserver in third_party/blink This is usable outside components/performance_manager. A followup will remove the observer in performance_manager which is now redundant. Observers are only notified in the browser process. Followup patches will add plumbing to notify the observers in child processes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
