Adds syncing of clipboard sources from Lacros to Ash.

As part of a move to support DLP clipboard restrictions on Lacros
(go/sync-dte), clipboard sources need to be synchronized between
Lacros and Ash. This CL modifies ClipboardOzone to send serialize source
metadata information on a copy in lacros. This metadata is then sent
as a custom JSON MIME type to Ash over Wayland. Ash then adds the source
to its clipboard if the custom MIME type is found.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
