[System Extensions] Setup testing framework for testing window management API. Due to limitations in the current platform, we test system extension APIs via enabling them using a flag. Then, tests can then be written as js code and passed to the helper to run inside a service worker accessing the API methods on a sample page. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
