wm_bounds:Remove unnecessary use of AdjustBoundsToEnsureWindowVisibility

`AdjustBoundsToEnsureWindowVisibility` with 0 `min_width` and
`min_height` will only adjust the y position of the window to be
inside the screen.
Do the adjustment directly at the call site can help eliminate
the confusion there. This is also the preparation to update the
logic to adjust the window's minimum visibility.
