Reland "[ios] Cleanup //i/c/a/application_delegate dependencies" This is a reland of commit 7a569db5ab4490fdf6edc454de8e654f9383d59c The original CL was reverted because it the compilation failed on the ios-catalyst bots (due to a missing explicit dependency on //ios/chrome/browser/shared/coordinator/scene target which was previously brought thanks to allow_circular_includes_from). This CL adds an dependency on //ios/chrome/app:app_internal to the fuzzer targets to ensure that all the required code is present. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
