Announce changes to download bubble security subpage We currently only announce the initial state of the security subpage, but downloads can transition between multiple subpages during the deep scan process. This CL adds an accessible alert on every one of those transitions. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
