viz: Remove FrameRateDecider kUseFrameIntervalDecider has been enabled by default since m138. Remove the feature, chrome://flag. And remove the old FrameRateDecider that's just now dead code with kUseFrameIntervalDecider enabled and removed. One note is FrameRateDecider::UnspecifiedFrameInterval is used in a lot of places which is just 0. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
