[omnibox] Use RefCountedThreadSafe for OmniboxAction, not RefCounted AutocompleteMatch instances are passed across sequence boundaries but the structure itself was not thread-safe because it contained scoped_refptr instances. This CL addresses the thread safety aspect for ref-counting actions. See linked bug for more context. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
