[infra] Generate sheriff rotations files as .txt files. Adding an extension makes for a more-specific glob that can be used for lucicfg to track the sheriff rotations files. This will allow adding other files that are not tracked by lucicfg to the directory (e.g. OWNERS). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
