PartitionAlloc: `DumpStats()` with fewer locks This change attempts to lessen the time spent dumping address space statistics with critical locks held. Instead of holding the lock to do calculations, the lock is taken to copy out the pertinent members, and the calculations can be done on the copies with the lock released. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
