[DevTools] Add default favicon request handler to test http interceptor Chrome Headless Mode tests send a favicon request which if not handled by the HTTP interceptor will fail the test. Previously, the tests added "<head><link rel="icon" href="data:,"></head>" to the page html which worked, but cluttered the test's html with test unrelated statements. This CL adds a favicon request handler that, if enabled, will satisfy the favicon request. Drive by: fixed a typo in disableRequestedUrlsLogging member name. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
