infra: Add trybot {mac,win,android}-perfetto-rel Note: `linux-perfetto-rel` was already there. For context: We're getting closer to making the switch to the Perfetto SDK-backed tracing backend in Chrome, and would like additional coverage on the waterfall for other major platforms in this configuration (likely until Q1-Q2 2023, when we hope to have made the switch by). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
