media: Help prevent crashing while querying VideoCaptureDevices on Mac

There seems to be a lot of crashes when querying on MacOS13, as noticed
by other browsers (i.e
https://bugzilla.mozilla.org/show_bug.cgi?id=1631803#c20). They just
tend to catch the exception, since it seems to be an actual bug in
AvFoundation. This CL also catches it, while using DumpWithoutCrashing
to store the exception name and reason to understand more about what is
causing this crash.
