[Extensions] Remove HasEffectiveAccessToAllHosts in PermissionsData HasEffectiveAccessToAllHosts() is a forward for the active permissions that acquires a lock for the permissions. This allows non- UI (main) threads to safely query the permissions data for these methods. The previous uses of that have been moved to the UI thread, thus callers can now use active_permissions() to directly compute the access. That way, we can remove HasEffectiveAccessToAllHosts. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
