[Install-build-deps] Use check_output instead of check_call If some packages install failed (caused by some package do not exists or network issue, etc.), there no output attribute in the check_call raised error, we will get error message show like this: AttributeError: 'NoneType' object has no attribute 'decode'. This change using check_output instead of check_call to fix this. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
