Clean up css-anchor-position test expectation listing. Use a different bug number for anchor-scroll-004.html, since crbug.com/431034517 is already marked as fixed (one of the other failing tests in that bug got fixed, but that's unrelated to this one). Also mark it as flaky, since that's what it is (fails about 90% of the attempts locally). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
