Adds partitioned webkitStorageInfo quota and usage test coverage ToDo: The expectation files for the virtual test suite will need to be updated once the partitioning of this API is completed and the test is finally passing, as to be expected when third party storage partitioning is enabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
