webnn: Support the gemm operator in //services/webnn/tflite Note that some gemm() WPTs still fail, but the failing tests are of additional functionality which was not exercised by the existing TFLite converter code in the renderer. This CL is merely a straightforward translation of that existing code. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
