Remove support for I420A GpuMemoryBuffer uploads. Our pipeline can't easily support premultiplied alpha and converting to RGBA at this stage compromises color fidelity. This type of content is rare (0.4% of GMB uploads per metrics), so overlays are of limited value. To simplify our pipeline remove support for I420A in GpuMemoryBufferVideoFramePool. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
