[compile hints] Add a virtual test suite This test suite ensures that enabling the ProduceCompileHints feature doesn't break page load. The test suite never expires; long term we plan to enable ProduceCompileHints only for a small subset of users, since it's used for data collection only. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
