test-results: delete unused flakiness_cli tool test-results.appspot.com is being turned down soon. This script is a CLI interface to ome part of the functionality of test-results. We can't see any usage in the logs of this tool for the last 14 days. As such we will delete it rather than migrating it to newer systems. If anyone does still need this, please reach out to me and we will find an alternate solution. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
