[PEPC] Ensure to call register PEPC after setting type This CL fixes the case that developers insert into DOM a PEPC with empty type and set the type attribute later. In this case, there will be missing an IPC call and PEPC will be never registered. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
