Build and run more Quiche tests in net_unittests

Since test files are manually added to the BUILD.gn file for
Quiche, it's possible that unit tests that would be helpful to
run as part of net_unittests are missed. Assuming it's helpful
to build and run all the unit tests that correspond to source
files that we actually build, I went through these and have
manually added most of them.

The following I think meet the criteria above and we should
add eventually, but either require code/test changes to get
building or have at least one test that fails when run:
 - src/quiche/common/btree_scheduler_test.cc
 - src/quiche/common/print_elements_test.cc
 - src/quiche/common/wire_serialization_test.cc
 - src/quiche/http2/test_tools/hpack_example_test.cc
 - src/quiche/quic/core/deterministic_connection_id_generator_test.cc
 - src/quiche/quic/core/tls_server_handshaker_test.cc
 - src/quiche/quic/core/quic_generic_session_test.cc
 - src/quiche/quic/tools/connect_tunnel_test.cc
 - src/quiche/quic/tools/connect_udp_tunnel_test.cc

To find the paths of tests that we don't build I used:
find net/third_party/quiche/src/ -name "*test.cc" | awk -F '/' '{print $NF}' | xargs -I{} bash -c "grep --silent -L {} net/third_party/quiche/BUILD.gn || echo {}" | xargs -I{} find net/third_party/quiche/src/quiche/ -name "{}"

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
