[iOS] Check storage quota before saving to Drive

This CL changes the Save to Drive flow so that when the user selects
Drive as a destination for their downloads and taps "Save", the mediator
will first check if the selected identity has enough storage for the
upload to succeed, using a file uploader object. If there is enough
storage for the upload to succeed, then the normal flow will resume i.e.
the task will be registered with the Drive tab helper and started with
the Download manager tab helper, and the Save to Drive UI will hide.
Otherwise, a "Manage Storage" alert is presented with two options:
- "Manage Storage": opens a page for the user to free storage or get
                    more storage, in a new tab.
- "Cancel": hides the alert and lets the user select a different account
            or try again with the same account.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
