Handle ScreenCaptureLocation policy. The policy should enforce values of new Screen Capture prefs. CaptureModeController will ask the delegate to check whether the pref is enforced or recommended by policy. This change doesn't affect ScreenCapture UI and whether the user will be able to change the user pref value in UI even if enforced by policy. An E2E test is being added in a follow-up CL too. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
