[HTTPS-First Mode] Enable HFMv2 by default Enables the HttpsFirstModeV2 feature flag by default now that the new version matches the V1 implementation. Also explicitly disables HFMv2 in the V1 test suite (https_only_mode_browsertest.cc) to maintian coverage for V1 for now. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
