Move UndoPasswordChangeController to PasswordManagerClient `PasswordAutofillManager` is attached to a `RenderFrameHost` that doesn't always outlive website navigations. Especially on MacOS, I've noticed that a simple page refresh destroys `PasswordAutofillManager` and `UndoPasswordChangeController` on chess.com. Attaching the controller to `PasswordManagerClient` will make sure that the recovery state outlives website navigations but it also means that we need to add the current URL as a key to the current state. Otherwise we will carry over the state between different website navigations. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
