Refactor the credential selection dialog mojo from glic:: to actor:: This allows glic.mojom to depend on actor_webui.mojom. The big benefit is that we can freely handle the credential selection response in the actor code space instead of inside glic_page_hander.cc. There is no behavior change in this CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
