[ChromeVox] Fix background_test CrossWindowNextPreviousFocus The MV2 version of the test passed because of extra speech caused by the same problem reported here: https://issuetracker.google.com/issues/420959037 The expectations do still happen, in a slightly different order, so both the MV2 and MV3 tests have been updated to the order in which the utterances occur. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
