[Start] Improve toolbar animation between homepage and tab switcher surface. This CL includes: 1. Adjust durations. 2. Add delays and easing functions onto the animations. 3. Add incognito button in the incognito layout fade animations. 4. Add incognito indicator drawable width animations. 5. Clear |mLayoutChangeAnimator| every time before adding an animator into |mAnimators|, this ensures to run the latest animator set only. See go/finale-animations-implementation for more info. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
