[Touchless] onSurfaceOpened() on NTP load.

This essentially copies what NewTabPage.java does, invoking this method
near the end of its constructor, and after refreshSuggestions().

This change results in an article fetch being properly triggered when
the NTP is opened. Without this, no fetch is made initial load.
