pine: Add unittest framework for showing the pine dialog The goal is to parameterize the existing notification tests, which show a different notification depending on crash type, full restore pref, etc. For now we add the delegate and a separate test because the dialog is not fully hooked up yet. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
