Introduce new policy source: restricted override The restricted policy source is used to indicate the hardcoded policy overrides by the restricted MGS policy. This source has a higher priority than the values set by the admin via server UI without causing any conflicts. This way, the source is also clear for the admin when inspecting the chrome://policy page for debugging purposes. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
