[mtb-cct] Delay applying the visibility rule till buttons are ready

Button visibility rules to hide some buttons need their width to compute
the total width. It used View.getLayoutParams().width, but some view are
found to set it not to the actual width value but to WRAP_CONTENT. This
needs updating to use View.getMeasuredWidth() instead, after the view
measurement phase is completed.

This CL delays the rule application timing till the view buttons finish
the measurement, so that actual width becomes available.
