[Search aggregator] Remove URL and fix ranking for people suggestions

Currently, people suggestions show the destination URL as secondary
text. This change updates the secondary text to show "<name> People"
instead of the destination URL. Per omnibox standards, secondary text is
on the same line as the suggestion name. In realbox, the secondary text
is below the suggestion name.

This change also boosts the ranking of people suggestions to include
people suggestion email as a strong scoring field. Previously, the
email was included in the client-side generated destination URL.
However, since the server generated URL does not include email anymore,
this change fixes that ranking drop.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
