Change ownership of the hardware video decoding sandbox. This CL makes ownership of that sandbox consistent with the ownership of gpu_sandbox_hook_linux.* as requested in https://chromium-review.googlesource.com/c/chromium/src/+/3872329/comments/620c9489_c299ea12. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
