Translate DecoderBuffer shared memory mappings into ExternalMemory. We don't need multiple types of optional external storage for this highly allocated class. They can all be represented by ExternalMemory, reducing this class size from 136 to 96 bytes; a 30% reduction. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
