policy: Support BlockExternalExtensions on desktop Android Mark policy as future_on, as is our convention. Enable the unit tests for ExternalProviderImpl on desktop Android for coverage. Create a test directory "external_app" to hold the existing test CRX, which is an app, which isn't supported by desktop Android. Add a new test extension under "external_extension" to use for these tests. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
