Add missing ostream includes. These compilation units had a transitive dependency on ostream via base/numerics/safe_conversions.h. The ostream include in safe_conversions.h is however unused and should be removed. This CL was uploaded by git cl split. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
