[DevTools] Add base::Feature for whether console insights setting is visible This CL introduces a new base::Feature `kDevToolsConsoleInsightsSettingVisible`. If disabled, DevTools should not show the console insights setting. If enabled, DevTools should show the setting. And if the `bocked_reason` is present, DevTools should show the setting, but disable it and show the reason why it is disabled. Drive-by: remove geo-blocking from Chrome, this will be handled by finch. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
