Pass navigation UI parameters on EnterFullscreen in EAM Fullscreen web API has the ability to specify the navigationUI parameter. It's also passed from Blink to WebContents, however it's missing from Exclusive Access Manager. This CL adds prefers_navigation_bar and prefers_status_bar parameters to Exclusive Access Manager, to enable passing it to ExclusiveAccessContext implementations. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
