Support Private Aggregation error reporting in Protected Audience (1/4) Extends support for the new aggregate error reporting feature to Protected Audience. This cl detects when an uncaught exception or other error occurs and plumbs that to the PrivateAggregationBindings. A follow up cl will use this boolean to trigger contributions conditional on the event. This cl is a no-op, but is split out for ease of reviewing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
