Reland "[iOS] Create new inline promo item and cell"

This is a reland of commit dfbdee36810c2d646033f2d96cc622f722a1f9da

ios_catalyst bot was failing because the `titleLineBreakMode` property
of UIButtonConfiguration was not recognized. This is due to ios-
catalyst being on an older Xcode version crbug.com/1466746. This CL
imports "ios/chrome/common/ui/util/sdk_forward_declares.h" in
inline_promo_cell.mm to fix the issue.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
