Fix a compile error in the android NDK On 32-bit systems, setting an enum value to 1UL << 32 will no longer compile after https://github.com/llvm/llvm-project/pull/70307 because unsigned long only has 32 bits. Since clang considers this to invalid C++, we cannot fix this by setting a compiler flag. Therefore, the only option is to backport https://r.android.com/3168962. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
