Remove eye dropper icon as background img and define color for hue ring

This CL appends the eye dropper icon to the tree instead of inserting it
as a background image so that when users apply high contrast modes, the
`WindowText` color is correctly rendered on Windows. Additionally, the
color selection ring's color when focused is defined under the media
query `forced-colors: active` so that proper contrast is rendered.

With this change and contrast modes applied, the color picker UI looks:

Baselines had to be updated due to minimal differences in how the eye
dropper icon looks. Example:

Relevant existing test: `color-picker-appearance.html`, `virtual suites:
virtual/controls-refresh-hc`, `virtual/dark-color-scheme`.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
