cachestorage: delete unneeded cross sequence classes Now that all users of CacheStorageContext(Impl) are using mojo interfaces instead of calling direct functions, there is no longer any need to support cross-sequence manager access. All CacheStorageManager access is done from the cache storage task runner. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
