[FPS All-Sites UI] Add 3-dot menu This change shows a 3-dot menu for site entries that are members of a FPS. Actions available: Show related sites - will follow up with another CL. Clear data and permissions - implemented and tested. Strings in this change are not final and need to be followed up. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
